According to the adopted law, the Russian Government will be able to grant NMRC status not only to clinics and medical universities under the Ministry of Health, as is currently the case, but also to other major medical centers operated by the Federal Medical-Biological Agency (FMBA), the Ministry of Science and Higher Education, the Presidential Administration, and other federal agencies. This means the number of such centers will grow.
NMRC status provides a clinic with access to federal budget funds for testing new treatment methods, as well as eligibility for additional financing to acquire modern equipment and construct new facilities.
NMRCs oversee the development of medical care in specific areas. For example, the NMRC of Radiology and the N.N. Blokhin NMRC of Oncology are responsible for implementing new technologies in the regions for oncology; the NMRC of Cardiology and the V.A. Almazov NMRC handle cardiovascular surgery, and so forth.
Inclusion in the NMRC list is only possible for medical centers that possess a fundamental scientific foundation for testing and implementing new and unique treatment methodologies for specific disease profiles.
Since 2019, Russia has maintained a program for financing and developing NMRCs. In 2025, the program received new objectives and funding extending through 2030. Over the six-year period, more than 26 billion rubles will be allocated to support these clinics, and the total number of NMRCs is expected to grow from the current 37 to at least 45.
Traditionally, NMRCs provide high-tech medical care, the most costly and resource-intensive treatment methods. These include, for example, robotic surgery, high-dose chemotherapy, a wide spectrum of highly complex interventions, proton therapy, radionuclide therapy, and numerous others.
In December, the Ministry of Health announced the creation of a special registry of experimental medical technologies undergoing testing primarily at NMRCs, as reported by Marus Media.
